Summary: | Gunung Tilu Nature Reserve (Cagar Alam Gunung Tilu/CAGT) in West Java Province is an area that potentially provides important ecosystem services. However, as in other nature reserve areas, many problems threaten CAGT’s ecological integrity, most of which are caused by human activities. This study was conducted to: (1) analyze potential ecosystem services in the area; (2) evaluate CAGT management activities; and (3) propose a strategic plan for managing potential ecosystem services in CAGT. A preliminary study was conducted to identify the type of potential ecosystem services in CAGT and determine further research methodology. This study identified three main potential services, i.e., hydrological services, carbon sequestration, and plant resources provisioning services. To analyze the value of hydrologcal services, the study employed a method to calculate water provisioning costs and people’s willingness-to-pay. To analyze the value of carbon sequestration services, dynamic carbon stock at the landscape level was calculated; and to analyze the value of plant resources provisioning services, the study refered to the Indonesian National Standard (SNI) 8014:2014 Identification Table of plant uses. Balanced scorecard was used to evaluate management activities in CAGT, while a solution tree was used to formulate strategic management for ecosystem services. The economic value of hydrological services in CAGT was extracted from the total value of consumer surpluses, which included consumer surplus at the household level, as well as water services for livestock and agricultural activities. Total value of consumer surplus of the three components amounted to Rp. 46,440,299.647 per year, while hydrological services from mini-hydro power with an average flow rate of 1.27 m3/s can produce 82,446 VA of electricity per month. With an approximate estimation of carbon sequestration in CAGT of about 1,731,075.86 tons CO2-Eq in 2015, the total economic value derived from carbon amounted to 21,061,422.96 US$. As for plant provisioning services, around 31% of plants were used for medicinal purposes. Evaluation of CAGT conservation management activities produced an average score of 2.2 (scale 1-4) which suggests that conservation management activities in CAGT are rendered ineffective. This condition can become a threat for the sustainability of ecosystem services provisioning. The suggested strategic management for ecosystem services include: 1) rehabilitation of water resources and landscape in CAGT, 2) improvement of infrastructure for clean water, 3) domestic waste management, 4) livestock waste management, 5) capacity building for people to conduct conservation management practices, and 6) development of local sustainable economies/productive enterprises for communities around CAGT |
