Summary:Houses are one of the basic needs for people and its fulfillment is absolute. As cities’ population grows, the number of required houses is not yet being balanced by the provision of required houses, with no exception in Bandung city. The growth of Bandung population is fairly high on 0.37%. The rapid growth of Bandung city’s population drives the need of houses to also escalate. The limited characteristic of land and the rise of land price push developers as one of the houses providers to build houses on the remaining narrow land. Developers build housing clusters on the land with only a few houses being built. However, such practice does not comply with existing law and standards of housing development. So often, housing developers do ‘hit and run’ and escape from their responsibility to build and maintain the houses properly after consumers purchase the houses. This phenomenon often harms houses’ occupants and Bandung local government and brings bad stigma toward developer associations in general. This research identifies the structure of provision evaluation of housing clusters being conducted by developers according to existing law and standards, identifies housing cluster development that is being conducted by developers characteristic, and analyzes compliance between housing development practices and developers’ behavior with existing laws. This research aims to explain housing developers’ accountability in housing clusters provision practices in Bandung City.
