Peripheral urban areas in Indonesia often grows in a scattered pattern. The very same thing also happened in Lembang District. Since 2010, the growth of tourism sector in Lembang District keeps progressing rapidly. In many areas, it has caused the conversion of landuse, especially from agriculture into non-agriculture. The tourism sector’s growth is causing a shift in Lembang’s regional characteristics dan the activity of it’s inhabitants. This phenomenon of landuse conversion and regional characteristics shift is closely related to peri-urbanization. The peri-urbanization that’s happened in Lembang poses a threat to it’s food security, if agriculture activities keeps getting replaced to accommodate the growth of tourism. The concept of agro-tourism is proposed to be a solution to control peri-urbanization in Lembang, more specifically in Cibodas Village. By referring to peri-urbanization theory, agro-tourism theory, tourism growth in peripheral urban areas theory, and relevant policies about agro-tourism development in Cibodas Village; this study tries to determine the effects of agro-tourism development in controlling periurbanization. Through literature study, semi-structured interview, and observation; content and narrative analysis is done to show that people-based agro-tourism development in Cibodas Village has a positive impact in controlling periurbanization. Even so, some things have been found that indicate an inhibition in people-based agro-tourism development. One of them is the inadequacy in the people’s capacity and minimal support from both government and private actors in developing agro-tourism in Cibodas Village. By identifying the positive effects of agro-tourism development in Cibodas Village on peri-urbanization, this study will be able to conclude that people-based tourism development is a method of tourism development that can preserve Lembang’s peri-urban identity that’s been shifting because of uncontrolled urban growth.
