Summary:Natural gas is a gas that can be used as an alternative energy that is environmentally friendly, which is converted into electricity. Natural gas in the distribution is in liquid form, namely LNG (Liquefied Natural gas) with a temperature characteristic of -1630C, odorless, does not trigger rust, but is easily flammable. The use of LNG as an alternative energy must be changed back into the form of gas through the regasification process in the Floating Storage and Regasification Unit (FSRU), one of which is in Tanjung Benoa, Bali. In order to build the ability to design and manufacture FSRUs in Indonesia, this study is intended to conduct a risk management study on the Benoa FSRU based on the NR 645 standard issued by Bureau Veritas classification agency. The methodology used in this study is referring to ISO 31000: 2009 starting with defining the context, risk assessment consisting of identification, analysis and evaluation of risk, and the final process is handling risk. The LNG regasification system at Benoa FSRU consists of components of LNG Storage Tank, LNG Cargo Pump, Regas vaporizer, Gas heater, Mixer, Mist separator, K/O Drum, BOG Heater, BOG Compressor, valve, instruments and LNG and gas pipelines. Quantification of data frequency of component failures is done using historical data sourced from OREDA 2002. Quantification of consequence data uses the API RBI581 standard. The results showed that Benoa FSRU in general was in accordance with the criteria set in the Bureau Veritas NR645 standard based on the results of the risk evaluation. The level of risk in Benoa FSRU equipment is at medium and high medium level, where the risk can still be tolerated but must always be accompanied by mitigation steps and hazard control using CAMS (Control and Alarm System) dan ESDS (Emergency Shut Down System), so that Benoa FSRU is feasible to operate by taking into account safety procedures.
