Summary:Institutions development in the managing of heritage cities is an effort to manage and protect an area to create a safe, comfortable, productive and sustainable urban space based on spatial plans and characterized by heritage values to be able to reach the world's heritage city. Semarang Heritage City in 2020 is targeted to become a world heritage supported by UNESCO. To achieve this goal, is supported by the existence of the “Program Penataan dan Pelestarian Kota Pusaka” (P3KP) which must fulfill all aspects in it. The implementation of the P3KP that has been running in the city of Semarang only focuses on the sustainability aspects of heritage assets in the form of developing activities, protection and utilization of the area which are physical aspects of the area and have not paid attention to the development of non-physical aspects in the form of development of heritage management. This aims of study is to develop the institutions of Semarang heritage city. The method used is quantitative and qualitative research methods (mixed methods). The analysis used to achieve the research objectives, namely the analytic hierarchy process (AHP) to choose the management model that is appropriate for the City of Semarang Heritage; descriptive qualitative analysis to identify the components of institutions, the criteria for institutions, the alternative model of institutions, the type of institutions model for the City of Semarang; and gap analysis to formulate a development plan that fits the institutions of the City of Semarang. The results of the analysis using the analytic hierarchy process (AHP) show that the selected institutions model is the management of the public sector and the private sector with joint agreement where the public sector shares ownership and control with the private sector and the community in managing the Semarang City Heritage. The institutions model is a model that is expected to be implemented in Semarang Heritage City in an integrated manner to support the Semarang Heritage City to become a world heritage in 2020.
