Summary:This research was encouraged by two backgrounds. First, the urgency of the need for empirical evidence from the theory of De Soto (2000) concerning improving community welfare through the provision of asset legality in Indonesia, and the practice of implementing national priority legalization programs in Indonesia. This research was conducted in West Bandung Regency based on the completeness of the implementation of the land legalization programs. This descriptive quantitative method were conducted to examine the effect of land legalization on its utilization for credit access (Mortgage Rights) using inferential statistics approach and to examine the spatial distribution pattern of the distribution of Hak Tanggungan (Mortgage Rights) using spatial statistics approach. The findings indicated that there is a significant influence between the amount of land legalization given to its utilization of mortgage rights. Utilization of land legality for credit (Mortgage) is centered in the urban area of West Bandung, which consists of several sub-districts, between the Ngamprah, Parongpong, Ciruas, Padalarang, Lembang, and Cihampelas. Mortgage lands were also dominated by middle class and high class housings which may indicates the economic background of the owner.
