Summary:PT XYZ is a state-owned enterprise which operating in managing airports in Indonesia. The company is striving to improve its capability and competencies as a pioneer in managing airport within the Asia Region. However, in purchasing their necessity towards goods/services, the company hasn’t been operated effective and efficiently that proceed by procurement. The company has faced issue on their capability in absorbing their allocating budget. This research aims to help the procurement of PT XYZ to improve its performance in absorbing allocated budget level in provisioning goods/services by shifting the tactical procurement into the strategic one towards the process in finishing all the programs that has been set in the RKAP. Procurement department may face issue revolving people, process and technology in procuring their necessity. As the company striving to increasing their profitability, by leveraging the procurement department may help the company in operate more efficiently. As the procurement perceived at the emerging level which merely doing kind of transactional activities. After scrutiny all the possible solution to improve the procurement performance, category management and sourcing could be implemented as part in evolving the procurement maturity in support the company growth in future. Category management and sourcing activities could help the company in planning their needs and identify their necessity properly within the scale of priorities and better streamline in procuring goods/services may improve its speed of service almost 55% and estimated improving 10-15% of absorbing level of allocated budget in purchasing goods/services which in improving their capability to absorb all the allocated budget and controlling their capital expenditure.
