Food security is not only production, but the pillars of food security include availability (production), accessibility and utility, stability, sustainability. In this case, AFN has a role. This research is mot ivated by an indication of the process of transformation of the AFN organization in Bandung, a non-food production city. The emergence of collective action is a social movement that mostly goes through the stage of anxiety, the stage of anger, the stage of formalization, institutionalization. This transformation indicates an interaction between actors. AFN is a cultural shift that involves commitment to local actors. Interaction between actors enables the exchange of creative ideas that trigger innovation. Networking is an important thing in the transformation of the AFN organization in the city of Bandung.. This paper aim to investigate transformation process, interaction that occur among actors and their roles towards the transformation of AFN organizatio ns. The first approach is analyzing phases, characteristics and factors that influence the transformation process of AFN organizations. The second approach is analyzing interaction among actors and their roles towards the the transformation process of AFN organizations based on a quadruple helix of government – intellectual – business – society interactions. In this research, qualitative approach and case study are conducted to gain in –depth results. The analytical methods used is content analysis and social network analysis. Based on the research, the process of transforming the Community of 1000 Gardens as a AFN organization has occurred from fragmented to integrated movements. The fragmented condition is where the system of ideas formation and work systems is not organized and rests on the initiator and towards an integrated condition with defining objectives, coordinating strategies and discipline participation to create formal organizations. It occured in 3 phases, that is the small and local movement phase, the need phase to become a more professional movement, and the preparation phase for NGO formation. Changes in the interaction of actor and their roles have contributed to the transformation. In each phase, the interaction of these actors ha s triggered the need for transformation of 1000 Garden Community from fragmented to integrated movements. It includes continuous collaboration opportunities and sharing of resources, knowledge and risks, the need for a sustainable social business model, the ease of product curation fees, the opportunities for funding, the need of integrated service improvements, the need for wider network at Pasar Sehat through a dedicated team. The network pattern in the transformation is the synergy of 4 actors. 1000 Garden Community as a node moves the synergy of 4 actors with the role of consumers so that open innovation occurs. This network pattern follows Q -Helix theory of innovation, creating transfer of knowledge and information then creates knowledge circulation, moves actors to develop and innovate, develops the market and creates an entrepreneurial culture because of the acceleration of innovation due to the active role of consumers as feedback towards the development of innovation. The role of the media has optimized innovation from externally. The role of academics has created closeness to business practices, fulfilling community needs, enlarging knowledge circulation, accelerating innovation and expanding networks of innovation. It can be an inspiration for polic y for the government. This network pattern has influenced the development of AFN organizations and necessary to optimize the government's role in supporting and making policies. text
