Summary: | The Government’s administration of the Republic of Indonesia is carried out by the ministries as a government organizations that assist the President, regulated in laws and regulations to fulfill the national development plan, consisting of 30 ministries which each has certain affairs in the government. Collaboration between ministries or integrated government is needed to realize a sovereign, independent Indonesia and personality based on mutual cooperation, in accordance with the national vision on government development plans.
The Role of Information Technology is very important to support the implementation of integrated government by implementing electronic based-government services or national e-government involving government organizations in the provision of services, providing opportunities to improve and optimize relations between government organizations, relations between government and the business community and public services. National e-government is possible by applying the concept of an Enterprise Architecture (EA) on a national scale, by adjusting/modifying the EA framework that is generally implemented for corporate organizations.
This research focuses on developing the National EA framework to be used as a guide to the design of EA to integrate national e-government services. The evaluation of the national EA framework was carried out with a case study of the government electricity sector in Indonesia which is a strategic sector of the domestic economy. The Open Group Architecture Framework Architecture Development Method (TOGAF ADM) is used as a reference for developing a framework, adapted to the government’s conditions in Indonesia. The national EA framework provides guidance in the design of EA for Indonesia's national e-government, developing an EA framework with process flow at each stage, covering all phases in TOGAF ADM. This research is expected to help the government in the implementation of national e-government and support the achievement of national development vision and plans, integrate government services so that the government can collaborate and work together to build Indonesia one. |
