There was a time when Financial Management Pattern of Public Service Agency (FMP-PSA) working unit under HRDA EMR whose revenue was still considerably below the target. The FMP-PSA unit is required to meet the PSA revenue target, where the PSA revenue is utilized for the operational needs of the organization itself. If the PSA does not achieve its revenue target, operational needs of the organization may be hampered. The aim of this study was to analyze the factors that determine the achievement of PSA revenue. Identification of the factors influencing the PSA revenue achievement is conducted by monitoring and evaluation of cooperation activities carried out on four HRDA EMR work units, as well as interviews with the implementer of cooperation in the HRDAEMR PSA work unit. These problems are analyzed using fishbone diagrams based on the data obtained from the results of interviews. This study found that factors that influence the achievement of PSA revenue encompass planning, human resources, regulation, and coordination. Appropriate plan with the support of qualified and high commitment human resources will help achieve revenue targets. In addition, it is necessary to strengthen the human resources capabilities and to fully equip with the required and updated infrastructure using the state-of-the-art technology to support the creation of better and more competitive teaching and practice activities. In line with the implementation of these recommendations, routine monitoring and evaluation need to be arranged, so that obstacles that arise during efforts to improve the achievement of revenue targets can be immediately addressed and appropriately resolved. text
