Summary:As one of operating airlines in Terminal 3, On-Time Performance value of Garuda Indonesia is distrupted as a result of airline operation transfer from Terminal 2 to Terminal 3. This operation transfer is potentially increasing the cost model of operational cost experienced by Garuda Indonesia and rising the revenue earned by Angkasa Pura II (AP2) as airport operator, and increase apron utilization. Therefore, this research comprises the benefit-cost analysis between Garuda Indonesia and AP2 through simulation and apron capacity calculation from simulation results and analytical method as the effect of operation transfer. The research began by developing aircraft movement simulation model in apron Terminal 3 using Rockwell-Arena software. Simulation model is created in two types, consecutively scenario-based model and schedule-based model. The models are used for testing the verification and validation process from the assumption given. 4 operation transfer scenarios was conducted to review its impact on operations of Garuda Indonesia and AP2. Result shows that the highest average delay of scenarios is 7.4 minutes. This average delay causes increase in operational cost up to 9% and 6% addition in revenue generation. The number of aircraft apron movement in Terminal 3 is still below the maximum apron capacity, that is 32.8 aircraft/hour. Other than that, results in every scenarios shown that there is no optimum meeting point that intersects potential revenue earned by AP2 and minimum operational cost that is experienced by Garuda Indonesia.
