Spring water are one of natural surface water resources which can degradate in quantity and quality also can damaged if there is no water resources management. Water resources management is effort in planning, implementing, observation and evaluation management of water resources conservation which can be managed by formal and informal institution. Limitation local government of Bandung also strategic issue in water resources management both in national and province of West Java, which is lack of people participation in spring management or seke (term of spring water in Sunda languange). This study use qualitative approach with instrumental case study with multi-site for 3 different study location in Bandung Municipality. Actor and spring water observation and semi-structured interview was conducted to Government of Bandung Municipality through Environmental Agency of Bandung, local community and people as spring water manager and user respectively. Actor and Institutional analysis are used as analysis framework to explore relation between actors, forms and level of participation with thematic analysis to identify influencing factors of participation. Study result in 3 seke are seke (Areng, Genjer, Cibarunay) showed that first, government of Bandung municipality have program and activity where it has been formed trust and collaboration with local community with high participation at seke Areng and seke Genjer. Secondly, there are similarity of perception and culture in local community in spring water management which is driver factor of participation yet restricted by lack of resources while at local people, already exist individual manager in monitoring dan maintenance stage still in general local people have low participation limited to as user. Therefore, similarity of perception, ownership of resources, goal which can bring greatest incentives for the actors influencing collective action that selected to achieve common goal in water resources management. Lack of people who participate in seke management have negative impact in seke sustainability in the future and government intervention is needed to increased community and people participation.
