However, currently there are still many people who are illiterate. On the other hand, the number of smartphone users and activities in playing mobile games is increasing. Games that are made for the benefit of education are less attractive. Therefore, educational games still need to be developed. In addition, there are still unresolved challenges in learning games, namely the balance between learning elements and the element of pleasure in the game. This balance is needed because it affects the enjoyment of the player. If the game has more elements of fun, the player will not learn. Conversely, if the game has more learning elements, the player will get bored quickly. In addition, the difficulty of challenges in the game also needs to be made dynamic so that players can play more enjoyable. Therefore, this study aims to develop a serious game for children reading skills. This study will balance the two elements by applying the procedural content generation in the game. Furthermore, the game will apply dynamism to the challenges provided. Therefore, the challenges provided in the game will be very diverse. Furthermore, a teaching matrix for reading skills was developed so that the challenges in the game would help players learn to read. To test the game, a test was conducted with children aged 6-8 years. Based on the test results, it is known that the game produces content that is balanced and dynamic in its difficulties. Games can be played comfortably by children. On the other hand, children get a significant increase in reading skills outcomes. Games are also effective for use in learning. text
