Peak hour tariff is twice the off-peak hour tariff and implies on the increasing of the building operating cost as well as forcing the building management to find solutions for this issue. Thermal Energy Storage is one of inexpensive solutions that could be used to reduce building operating costs. Thermal Energy Storage is a tool for supporting energy management method on reduction of the air conditioning operating costs, especially during the peak hour. This research concerns on air conditioning systems design of two under development high-rise buildings located in Jakarta, including cooling load estimation and choosing the proper equipments for those buildings based on life cycle cost evaluation. For each building, three alternative systems of air conditioning system had been proposed, such as Split air conditioning system, central air conditioning system using water cooled chiller, and central air conditioning system using water cooled chiller with thermal energy storage (TES). The life cycle of each proposed equipment is assumed as 10 and 15 years in this research. According to the analysis result of this study, the peak cooling load for Tower A is 1083.62 TR while the for Tower B is 931.85 TR. Based on the life cycle cost evaluation method, both for 10 and 15 years of equipment life cycle, the most economical air conditioning system for Tower A and B is central air conditioning system using water cooled chiller with thermal energy storage (TES). According to the analysis, the application of combined TES and water cooled chiller on central air conditioning system in comparison to the other two proposed alternatives could save air conditioning system energy cost up to 100 million IDR per year. text
