The current problem of waste in Indonesia is related to the limited capacity of the
landfill and the lack of waste management and processing. The problem of
garbage that occurred in South Tangerang City occurred due to the increasing
number of garbage piles every year caused by the increasing number of residents,
facilities and infrastructure that are still minimal to transport garbage and waste
processing, as well as cultural communities that are still not conscious to preserve
the environment. Strategy to develop and improve the quality of service coverage
of urban infrastructure system, urban infrastructure and facilities in an integrated,
equitable and sustainable manner by prioritizing the environmental sustainability
as stated in South Tangerang City Spatial Plan that is to improve the
environmentally friendly waste management system so that in the implementation
of the system implementation waste processing in South Tangerang City should
refer to RTRW strategy.
Characteristics of waste in Indonesia, especially in South Tangerang is mixed with
the waste of moisture (water content) is very high, so if done the processing will
take time for sorting and if directly processed waste into incinerator will require a
longer process because of high water content . Waste processing is needed to
address the challenges of mixed waste characteristics and with high water content.
Hydrothermal is one of the alternative in waste processing that can solve the
solution. Hydrothermal can process mixed waste and high water content directly
without separation. The application of hydrothermal waste treatment technology
in Summarecon Serpong area is interesting for research in South Tangerang City
because with TPA condition in South Tangerang City with sanitary landfill
concept, limited area and increasing amount of waste generation required a waste
processing that has zero waste concept. Different service scale between
Summarecon Serpong and South Tangerang City in this research will be seen the
effect on the economic feasibility of hydrothermal waste processing in South
Tangerang City. The scale of service referred to in this research is the success rate
when applied in the residential scale represented today with the presence of
Temporary Waste Disposal Site, district scale and city scale.
Economic feasibility of hydrothermal waste processing in South Tangerang City
can be a benchmark for government and private companies in providing services
to the people of South Tangerang City, especially in the case of waste processing,
with a measurable level of efficiency of financial benefits and the amount of
subsidy from APBD. The research was conducted to see the Influence of Service
Scale on Economic Feasibility of Hydrothermal Waste Processing in South
Tangerang City. The scale of service referred to in this research is the success rate
when applied in the residential scale represented today with the presence of
Temporary Waste Disposal Site, district scale and city scale.
The purpose of this study was to determine the effect of service scale on the
economic feasibility of hydrothermal technology waste application
implementation in South Tangerang City. The objectives of this research are to
identify the characteristics of hydrothermal waste treatment based on literature
study and case study, to identify the condition in South Tangerang City in
applying the criteria of hydrothermal waste processing, to identify the economic
feasibility of hydrothermal waste treatment in South Tangerang City, comparing
the service scale to the feasibility economic processing of hydrothermal waste in
South Tangerang City. The analysis was conducted to answer each target by
identifying the characteristics of hydrothermal waste treatment, comparing the
waste treatment in South Tangerang City with the criteria of hydrothermal waste
treatment and calculating the social benefit cost of hydrothermal waste processing.
Sensitivity analysis performed on hydrothermal scale scale and sub-district scale
hydraulic waste treatment showed that hydrothermal waste can be applied with
highest NPV, high benefit value, low cost value, Pay Back Return <20 years,
IRR> 4.56%, BCR > 1. Compensation or form of responsibility of the developer
to the community is given as "total cost variable" which is borne by society. The
results of the analysis show that the city scale hydrothermal waste treatment is
most likely to be applied in South Tangerang City. The construction of
hydrothermal waste processing projects on a city scale shows the cost
effectiveness of the government when compared to the economic and social
benefits felt by the government and the people of South Tangerang City. |
