But in reality, there are still many empty houses found in KPR-FLPP housing. This shows the existence of irregularities such as the inaccurate target of provision and home ownership. This study aims to analyze the level of effectiveness of the housing provision in the city of Bekasi in dealing with housing needs. The targets to achieve that goal are to identify supply and need, the characteristics of the phenomenon of empty houses, and analyze the level of effectiveness of providing low-income housing with the KPRFLPP system in Bekasi City based on meeting housing needs, implementing housing provision policies and home occupancy which includes occupancy rate, ownership status, and target accuracy. The approach taken on this research is quantitative which is supported by primary data in the form of interviews, questionnaires, and field observations, as well as secondary data in the form of document and literature studies. The effectiveness of providing housing for low-income communities with the KPR-FLPP system in Bekasi City is included in the less effective level as evidenced by meeting the needs of only 6% of the developer’s ability of 25%, policies that have not been fully implemented and experiencing irregularities, and vacancies average of 20% due to inaccurate targets and transfer of ownership. Therefore it is recommended that the government conduct monitoring and evaluation of all sets of housing provision and collaborate with developers and banks striving to provide effective housing. The community is advised to participate more by obeying the rules and participating in supervising the provision process. text
