Summary: | The increase in the volume of infrastructure development in Indonesia from the period of 2014 and planned until 2025 is driven by the existence of a PPP scheme (Cooperation between the Government and Business Entities), where toll road concessions are carried out by business entities in return for a toll road operation concession. In the PPP scheme, various variables need to be considered, including project costt, project complexity, strong public support, and performance indicators in each phase of toll road concession. In practice, there are several problems with the performance of toll road construction projects with PPP schemes, the problems of project delays, and the achievement of construction quality that is not achieved properly. The construction phase in the PPP scheme in Indonesia is the full responsibility of the business entity regulated in PP No. 43 of 2013 concerning toll roads. Determination of project delivery on toll road construction projects is one of the business entity's strategies to control the performance of the toll road construction projects it manages. Of course, with the complexity of the variables in PPP, a variable pattern with project delivery is needed to find the most effective strategy in achieving good construction performance for the progress of construction now and in the future.
The purpose of this study is to identify patterns of achievement of construction performance on variations in the method of project delivery of the PPP toll road concession scheme. To obtain a variable pattern, QCA (Qualitative Comparative Analysis) analysis is conducted, with survey data collection in 14 case studies on 4 toll road networks in Indonesia (trans Java, non-Java trans, trans Sumatra, and Jabodetabek), given limited data access on PPP concession schemes. From the survey results, it was identified that there were 2 delivery projects used in road concessions in Indonesia, design-bid-build and design & build.
In the results of the business scheme level research, the BOT (Build-Operate-Transfer) scheme has a stronger performance characteristic pattern of construction project performance compared to the S-BOT scheme and SOE Assignment. This shows that with the certainty of return on investment in a toll road business, it will have an impact on the achievement of better construction performance compared to other concession schemes where certainty of return on investment is not feasible. From the results of the project delivery level, the characteristics of the project delivery design-bid-build performance characteristics were identified on aspects of payment performance, K3, project team, environment and total project performance with the PPP combination of variable schemes. In the delivery design & build project, patterns of performance achievement characteristics are identified in aspects of payment performance, project team, client satisfaction, environment and total project performance with PPP scheme variable combinations. In the performance achievement pattern towards the maturity of the 9 project management areas, the delivey design-bid-build project has a performance achievement characteristic pattern, while the delivey design & build project has not identified the characteristics of construction project performance characteristics. This indicates the relation with previous research that in the project design & build project, BUJT was not fully involved in project management, because the planner and the implementing contractor could directly coordinate which was on the same party. While in the design-bid-build delivery project, BUJT requires more effort to be able to coordinate projects between consultant planners and implementing contractors so that the project runs well.
In general, it was identified that project delivery variations did not have a strong influence on the performance performance of toll road construction projects, where the various of variable on toll road PPP business concessions were more powerful. It was also identified that project management maturity had a strong influence on the performance of toll road construction projects. In addition, the maturity of 9 project management areas has a stronger influence on the performance of toll road construction projects compared to the design & build project.
