Summary: | Public transport fare policies are a basic element of public transport system operations because fares are a major factor in attracting passengers and also affecting the finansial condition of the public transport operator. The use of flat fare structure policy for Transjakarta does not seem to considering the characteristics of passenger movements so that the use of a distance-based fare structure can provide an opportunity to maximize operator’s revenue and have implications for the decrease in the amount of subsidies. The purpose of this study is to provide some alternative of fare structure policies that can be applied by Transjakarta and then provide a recommendations of the most appropriate fare structure policies that can reduce the amount of subsidies by considering ability to pay and user’s convenience of fare changes. In this study using ability to pay analysis in determining the fare level and using Transjakarta tapping data on May 18th, 2018 which is processed into passenger frequency distribution data as the basis for calculating Transjakarta’s revenue for each alternative policy that has been formulated. By evaluating of 7 (seven) alternative, concludes that the most recommended policy is a sectional fare structure with a basic fare of Rp. 3.500 for the first 15 kilometers then the fare has increased by Rp.1.500 per 10 kilometers. With using these policies, the reduction in the amount of subsidies is Rp.34.476.000/day or about 10,71% compared to Transjakarta's existing fare structure and the fare increase just affect to 24,1% of pasengers. |
