Pangandaran Raya is one of the Special Economic Zones’s candidate. Therefore, the availability of geospatial information of land, coastal and marine is important to comply the SEZ requirements. However, the provision of land, coastal and marine’s geospatial information were collected and processed independently by different agencies. As a result, there are no continuity for both of topography and bathymetric data in terms of resolution, reference, and data format. Therefore, This study aims to integrate topographic data and bathymetric data to produce a seamless digital elevation model of Pangandaran Raya. Integration is done by adjusting both horizontal and vertical references and also the resolution of the topography and bathymetric data. The data that used in this study are UAV-Photogrammetry with 2 flying heights, 200 and 300 meters, and bathymetric data on the West and East Side of Pangandaran. The data integration mosaicking both data and using Multilevel B-Spline Intepolation to fill the blank data between the bathimetry and topography. The quality control of the integration is done by conducting a comparative analysis between beach profiling data and seamless digital elevation model. Based on the results of the study, there are 7 steps of the procedure to create seamless digital elevation model from bathymetric and topographic data. The Root Mean Square Error (RMSE) of first seamless digital elevation model (aerial photography 300 meter) is 27 cm and 34 cm for the second seamless digital elevation model (aerial photography 200 meter). Factors that control the quality of the seamless digital elevation model are the integration of horizontal and vertical reference from topographic and bathymetric data, the accuracy of beach profiling sample, temporal variation of the objects, accuracy, distribution, and the density of bathymetry and aerial photographs, and also the interpolation method. text
