The 2015 Disaster Management Plan Document of Riau Island province classifies the Riau Islands province as a region that has a high vulnerability because the condition of the ocean area is more dominant than the land and has a small area. The purpose of this study was to determine the potential distribution of small island disasters in Riau Islands Province per city or regency in a web-based Geographic Information System to optimize spatial planning systems and to propose policies related to reduction or small island disaster risk management. The construction of a geographic information system in this thesis study was carried out by managing the recap result data which was then integrated with digital thematic maps about the distribution of potential small island disasters per city or district, building web GIS, and linking it with the spatial planning system of Riau Island Province. Also on the web GIS there is a link that refer to the official site or portal of the Riau Islands provincial government. In addition, the web GIS was also made participatory involving the general public in developing this web GIS. The results obtained from this study are a digital thematic map integrated with a database system and connected to a web-based geographic information system in relation to the Riau Islands provincial spatial planning system. Besides, this thesis study gives analysis to the District or Provincial Development Planning Agency (Bappeda) of the Riau Islands province related to Regional Development Policy and Area Spatial Plan for reduction or small island disaster risk management.
