Summary:This research will focus on making a competency dictionary and job company profile for X Institute. These two are important since competency dictionary and job company profile are the first step in implementing Competency Based Human Resource Management System. The implementation of Competency Based Human Resource Management System is corresponding with the stages of the institute's development strategic plan after changes in the institutional form that has been made by IT X. The Dictionary of Competency and and job company profile will also address the issue of human capital development referring to the Surat Keputusan Rektor Institut Teknologi X NO. 11x/ITX/REK/SK/IX/1x, the Operational Plan of the Institute of Technology X. In the operational plan it is written that the policy formulation designed on the issue of human capital development is the need to develop a human resource system with standard. Using data from institution, including vision, mission, goals, values, organizational structure, job description, core competencies will be identified by referring to Spencer and Spencer Competency Dictionary, business by referring to the Process Classification Framework for higher education from American Productivity & Quality Center, supporting competencies by referring to Spencer and Spencer Competency Dictionary, field competencies by referring to Indonesian National Work Competency Standards. To design a Job Competency Requirement, competencies are translated into several levels using the Mercedes- Benz competency model and Bloom's Taxonomy concept to transform the business processes that first has been maaped with the Responsibility Assignment Matrix (RAM). Position Competency Needs (KKJ) are validated using cluster analysis. The result of this research includes 7 core competencies as follows as: Achievement Orientation, Customer Service Orientation, Developing Others, Interpersonal Understanding, Relationship Building, Self-Control, and Teamwork, 7 supporting competencies as follows as: Analytical Thinking, Information Seeking, Initiative, Concern for Order, Quality, and Accuracy, Conceptual Thinking, Impact and Influence, and Organizational Awareness, and 69 department competencies written on competency dictionary and job company profile. After this research, the company is expected to start establishing career path design training system, performance management system, and compensation system based on competence, thus becoming an integrated Competency Based Human Resource Management System.
