Human resources are one of the factors causing project failure, because human resources are involved in all phases of software development. Selection of the right team members in software project development can reduce the failure rate of software projects. In developing a software project both in determining the project team, risk management is important. Risks are usually only assessed from the external environment, while the risks from the internal environment are often overlooked. Therefore, risk analysis for the formation of a systematic project team is the right way to assist in team decision making. This research aims to develop a new approach in the selection of project teams by analyzing risk using Analytical Hierarchy Process (AHP) and Gray Relational Analysis (GRA). AHP is used to calculate each weight of the identified risk, where the weighting for each factor is determined by the experts and GRA to identify the candidate team's relationship with the risks and opportunities for the risk of the team. The result of this research is a model of software project team formation with risk analysis. In this study also built a system that can integrate all processes in the model to provide the right team recommendations. The system is expected to help decision makers. From the evaluation results, the value of Mean Absolute Error produced decreased 0,899 from 1,865 to 0,966. text
