Summary:Regional expansion is one of the decentralized policies stipulated in the Law No 23 of 2014. In the Act, the purpose of expansion is to realize the effectiveness of local governance, accelerate the improvement of public welfare, accelerate the improvement Government, increase national competitiveness and regional competitiveness, and preserve the uniqueness of regional customs, traditions, and culture. However, in fact 80% of the 205 expansion areas formed over a period of 10 years did not succeed in achieving the goal of the expansion. This is due to many areas of expansion formed because it is backed by the interest of an elite group of the interests in the area that merely wants the position and the positions, the opportunity to earn profit funds, etc. Meanwhile, the expansion that occurred in the district Pangandaran is backed by a more positive thing that is to have some regional potential, infrastructure and policies, the need to overcome the distance from the range of control Governments and communities, giving the area an opportunity to do equitable development, the development of local democracy through the division of power at a smaller level. From some research conducted earlier, Pangandaran does not include the expansion area that is evaluated. Therefore, this research needs to see how effectively the expansion in the district Pangandarann. The purpose of this study is to examine the effectiveness of the regional expansion of Pangandaran Regency. Method used in this research is quantitative method with analysis method using paired average difference testing, independent proportion testing, average paired interval estimation, estimate interval difference Descriptive proportions and statistics. The conclusion of this study was for 5 years, in general Pangandaran district tends to be effective but can not be said to be fully effective. The potential of Pangandaran Regency causes the expansion to be done is almost effective. However, in 5 years the potential has not sufficiently made the expansion to achieve effectiveness. This is because the ratio of financial ability of Pangandaran regency is very low, quality of poor governance resources, inequality of education facilities, clean water and access to food needs are still less affordable. With the potential of Pangandaran Regency, Pangandaran Regency can achieve effectiveness. Potency is the key to achieving the effectiveness of the expansion. Long-term expansion will be effective when the region has potential. In general, the expansion in the district Pangandaran is evenly distributed except on the welfare of the component of the production, where the expenditure in the urban area is the Pangandaran is more effective than the non-urban areas.
