Summary: | The international perspective in the last two decades shows that the pattern of
collaborative governance is increasingly prominent, including in the context of
tourism. In the Indonesian context, one example can be seen in the use of the DMO
(Destination Management Organization). This approach has been actively introduced
and initiated since 2011 by the Ministry of Tourism and Creative Economy
(Kemenparekraf) in 16 destinations. One of the distinctive features of the DMO
implementation is the use of a network pattern consisting of key tourism actors in
building communication for tourism development in the region.
Based on this, this study aims to identify the policies, programs, and roles of
each stakeholder involved in tourism management, one of the 10 Priority Tourism
Destinations in the Provincial Capital, namely the Kepulauan Seribu. Although it has
been included in the 10 Priority Tourism Destinations, to date, the development of
tourist destinations in the Kepulauan Seribu still produces several problems related to
natural conditions, infrastructure, human resources, the economy, and other related
issues.
In this study, identification of all policies, programs, or activities carried out
by each stakeholder involved in the tourism management of the Kepulauan Seribu was
carried out. Then, the research will be continued by analyzing the content of the
findings of secondary and primary data obtained from each stakeholder, to be grouped
per each of the six elements forming tourism based on UNWTO, namely attractions,
accessibility, image, price, and human resources. After the findings of each
stakeholder have been grouped, stakeholder mapping will be carried out using
predetermined criteria. The results of stakeholder mapping are used as the basis for
the creation of recommendations for DMO-based destination governance models that
can be applied to the tourism management of Kepulauan Seribu.
This research is expected to produce 3 things. The first thing is a list of actors
involved in the management institutions of the Kepuluan Seribu tourist destination.
Second is the program and policies of each actor involved in the tourism management
of Kepulauan Seribu. Third, there will be a stakeholder mapping to see the level of
each stakeholder in the Kepulauan Seribu tourism management and finally researcher
could make the recommended destination management model for Kepulauan Seribu. |
