Rumah Deret Tamansari (RDTS, researcher) is a pilot project program that was launched in 2017 by the former Mayor of Bandung, Ridwan Kamil, which aim to overcame slums in the city of Bandung with the slogan of building without evicting located RW 11 Kelurahan Tamansari Kecamatan Bandung Wetan, the phenomenon and social problems that occur raises the question of how the implementation of ethics in the development of RDTS as a critical reflection on various problems and phenomena that exist. The type of research used in this thesis research is qualitative research with the approach used is contemporary ethnography, where the researcher tries to describe the community of RW 11 Tamansari in the current situation since the RDTS development policy has been planned as subjective as possible with rational ideas. Based on ethical theories, development ethics theory and government bureaucracy ethics theory, researchers found the ethical practices of utilitarianism in RDTS development policies and development ethics issues that occurred were displacement of affected people, social inequality, crisis of trust in government, horizontal conflict, problem of participation public and tenurial disputes. In addition there is funding inefficiency, unclear money schemes, indications of violations of Law No.32/2009 concerning environmental protection and management, indications of violations of Local Law No.5 / 2010 concerning Buildings, weak supervision problems and indecisive sanctions, weak participation residents in the development planning process.
