Kaur Regency has potential natural resources in the tourism sector and in its development Kaur Regency focuses on community-based tourism in accordance RIPPARKAB 2018-2025. Networking between actors is something is needed by Kaur Regency to be able to develop community-based tourism. This study aims to identify the process of interaction that occurs between actors in community-based tourism development in Manau IX II Village, Merpas Village and Sekunyit Village. To achieve this goal, two goals were set. The first is to identify the role of actors in community-based tourism development in Manau IX II Village, Merpas Village and Sekunyit Village. The second is to identify relationships between actors in community-based tourism development in Manau IX II Village, Merpas Village and Sekunyit Village. This study uses a mixed methods research approach with sequential strategies mixed methods. Based on the results of the study, the relationship formed by POKDARWIS RAFFLESIA as the main actor in the development of community-based tourism in Kaur Regency has become a networking forum that brings together business people, the government and the community. The collaborative nature created by POKDARWIS Rafflesia with business actors and the government shows the nature of leadership. However, leadership shown only as forming collective actions has not been able to influence other actors to move to form networks. This has resulted in interactions between actors created in Kaur District more reflecting dependency relationships than complementary relationships.
