Summary:According to the Central Java Provincial Medium Term Development Plan for 2018-2023, Blora Regency is a drought-prone area with low water reserves. This condition is strengthened by the occurrence of hydraulic drought in Blora Regency each year (Sanitation White Paper Blora Regency, 2011). Some of the clean water crisis in Blora Regency is caused by the prolonged dry season and the lack of optimal conditions for clean water infrastructure which has caused limited access to clean water. Based on these conditions, it is necessary to manage water resources and the implementation of the Drinking Water Supply System (SPAM) in Blora Regency to deal with the clean water crisis, which can be both carried out by the regional government. But in carrying out the functions and duties related to the management of water resources and the implementation of the SPAM, the capacity of the local government is not yet known. Therefore, this study aims to determine the capacity of the Blora District government in order to deal with the clean water crisis so that it could be inputs that need to be improved to achieve sustainable implementation of SPAM and management of water resources in order to overcome the water crisis in Blora Regency. This research uses qualitative methods like survey methods, literature studies, and semi-structured interviews and population projection and supply-demand analysis of clean water to calculate the adequacy of clean water, and qualitative content analysis to identify Blora district government capacity through criteria that obtained from literature studies. Based on the results of the analysis, it can be concluded that most of the criteria for each criterion are fulfilled, but for the condition of adequate water supply most of them have not been fulfilled, so it is necessary to develop clean water service networks in areas that lack of clean water.
