Activities in the coastal area are managed by cross-sectoral institutions that have their own policies in implementing their activities. In these conditions, conflict is very vulnerable to occurring between institutions because the authority inherent in each institution overlaps each other, so that management of coastal areas becomes ineffective. In the management of coastal areas, legal documents that are the reference for managing resources are the Regional Spatial Planning (RTRW) and the Zoning Plan for Coastal Areas and Small Islands (RZWP3K). The two planning documents refer to different laws, so synergies in planning and implementation are needed in the field. In conducting a legal aspect study, descriptive analysis methods are carried out with grammatical and systematic interpretation. Integration of spatial planning needs to be supported also from technical and institutional aspects. From the technical aspect, the determination of the coastline is the main review for realizing continuous spatial data from land to sea without overlapping data. The high water line is the best choice to become a reference in determining boundaries because it will unite the intertidal and coastal zones of the coastal area. Thus, tidal zones can be fully utilized to support activities in coastal waters. In addition, from the institutional and human resource aspects, a correlation analysis will be carried out that will explain the overlapping authority of the institution that manages natural resources in the coastal area. The arrangement of sea space contained in the RZWP3K document is not comprehensive because it is limited to the regional sea area and leaves a regulatory vacuum in the territorial waters that do not enter the regional sea area. The use of reference in determining zoning needs to use high water lines to optimize the intertidal zone in supporting activities at sea. Institutionally, there is a need to downsize the authority of the institution which is reinforced by the region spatially, besides that improving the quality of human resources becomes very important in the management of coastal resources. text
