Summary:Rural economic transformation, asides from bringing changes to the main structure of rural economy, also brings changes to other aspects as well like physical, social, and rural institutional aspects.Many studies and theories which state that economic transformation will lead to regional development. However, if we look at a micro level , there are rural areas that have undergone economic transformation but are still underdeveloped. This shows that it’s still unclear whether economic transformation can really affect the development performance capable of advancing the rural area. To understand this, this study tries to identify how rural economic transformation affects the development performance of rural areas whether it leaves them developed or underdeveloped. In identifying this, this study used two case studies to represent other rural areas experiencing similar cases. As for the two case studies are two rurals in Bandung Regency which both have undergone economic transformation, but show different development, where Pangauban is developed while Karangtunggal is underdeveloped. The use of these two case studies is intended to compare how the economic transformation affects the development performance of the tworurals so that the answer for the study’s question can be found.The study tries to see the effect of economic transformation on the region’s development performance from how the rurals are able to take changes and impacts caused by economic transformation from the factors found in the rural so that they can affect the performance development of that rural itself. Therefore to answer this, the transformation process that will occur in the two rurals will be identified first, then it will be seen how the rural is able to take changes caused by the transformation of the three things the rural has, namely rural resources, ease of accessibility for development and capacity of rural institutions. The result of this study indicates that the effect of economic transformation on development performance of rural areas depends of the ability of the rural to take changes that is provided with the capacity of rural human resources, especially the awareness and willingness to develop, financial resources, and ease of accessibility to movement and information technology. When the economically transformed rurals have these things, they will be ready to face various changes caused by the transformation and instead the transformation would stimulate the performance development of the rurals. ivThis study provides insights into how economic transformation doesn’t always lead to regional development. In addition, by knowing that changes caused by transformation doesn’t always show positive changes, it’s important to understand howa region could prevent or overcome the negative impacts. In the practice of regional development planning, the result of this study will provide references to things that should become a rural development priority especially for underdeveloped rurals so that they will be ready whenever they face economic transformation.
