For this reason, many governments have established their own public industrial R&D institutes which not only do research activities but also provide other services such as standardization. In order to ensure the sustainability and the effectivity of such effort, it’s important that the said institutions’ performance is regularly evaluated using a proper measurement. This paper aims to tackle this issue by developing a public R&D institution performance management model that incorporates the system dynamics approach into a balanced scorecard (BSC) framework. A case study is conducted on an Indonesian public industrial R&D institution that’s mandated to produce scientific publications and patents while also provides various services to the industry namely standardization, certification, and technical inspection. First, a BSC is developed to identify the organization’s strategy as well as its objectives and the related measures. The BSC is then translated into a system dynamic model to capture the dynamic relationships between the system’s components. Finally, a computer simulation is done using some actual data as parameters in an effort to elicit a result that reflects the system’s real behaviour. This study contributes to enriching the existing literature about performance management of public R&D institution as well as dynamic balanced scorecard. text
