STUDY OF STATE REGIONAL NATIONAL STRATEGIC AREA POLICY CONGRUENCE OF BATAM, BINTAN AND KARIMUN AND ITS EFFECT ON BATAM'S ECONOMIC GROWTH

National Strategic Area (Kawasan Strategis Nasional-KSN) constitutes an area in which the spatial arragement is prioritized due to its major influence in national system. One of many KSN development in economic sector are KSN Batam, Bintan, and Karimun—following the implementation of Peraturan Presiden Nomo r 87 tahun 2011. In accordance to this policy, Batam City was appointed as The Center of National Activities (Pusat Kegiatan Nasional-PKN) and The Center of National Strategic Activities (Pusat Kegiatan Strategis Nasional-PKSN). However, there lied an issue regarding economic deflation in Batam City. This research aims to confirm the congruence between state-issued and district-issued regulations, and how it affects Batam’s economic growth. Research was conducted by reviewing the direction of state-issued and district-issued policies, and by analyzing the economic circumstances in Batam City following the establishment of KSN Batam, Bintan, and Karimun in 2011. The indices used are investation, industry, workforce, cooperative institutions, and Usaha Mikro Kecil dan Menengah (UMKM). Primary data was obtained via interviews with various stakeholders. Secondary data was also being used. The congruence between state-issued and district-issued policies were analyzed through content analysis method and literature review. Data regarding the influence of KSN Batam, Bintan, and Karimun towards Batam’s economy were obtained through content analysis method and descriptive statistics analysis. Results showed that the majority of programs in economic sector are consistent with that of the state and city plan. However, the implementation of KSN Batam, Bintan, and Karimun did not give significant influence towards Batam’s economic growth due to external factors, namely world economy. Hence, the government needs to be more aggressive in response to the dynamics of global economy.
