Summary: | Indonesia is carrying out transit-based regional development planning to answer several urban
problems such as congestion and to provide a sustainable mass public transportation system. One
of them is in the Upper Hamlet TOD Area, which is in the City Center of DKI Jakarta. Later the
successful implementation of the TOD development plan can provide benefits in the three pillars
of sustainable development, namely economic efficiency, social equality and environmental
sustainability. But in the development process there are problems faced regarding design and
connectivity, coordination between stakeholders, and related regulations on the concept of
development. These problems hinder the creation of TOD benefits. Seeing this, TOD development
planning requires measuring the benefits of TOD in the process of formulating and implementing
the TOD development plan of the criteria and indicators for the creation of TOD benefits. With
the measurement of benefits, it can be used as a regional selling tool to users and o ther
investments. In this study, researchers tried to formulate criteria and indicators to measure the
creation of TOD benefits using the 6D principle. The method in formulating the criteria and
indicators uses descriptive qualitative methods from the results of the literature review. The
criteria and indicators of the 6D principle are used as a basis for identifying the size of the benefits
of TOD existence and the potential benefits of TOD in Upper Hamlet. To evaluate the creation of
benefits, differences or gaps between existing benefits and potential benefits, the results of
identifying benefit measurements are used as the basis for evaluation. Basically, the form of
creation and size of TOD benefits must be clearly stated and in a form that is measured in the
initial stages of developing a project, so that these benefits can be achieved after the project plan
has been implemented. The results of this study will later show the size of the creation of the
benefits of TOD in the pillars of sustainable development and evaluation for the development of
the Future Hamlet TOD in the future.
