Summary: | Land is the most important component for implementation of development. Therefore, land must be available first before implemantion of development. Citarum River is one of the largest rivers that flow across in West Java Province. This river supports water requirements for agricultural, livestock, economic and industrial. Land-use change problems that occur in Citarum Sub-Watershed indicates to decline in river function quality. Administrative operability evaluation criteria used to find a core problem of land procurement in Citarum Watershed Region. This criterion is used to evaluate policies that have been executed based on administration context.
The study aims to evaluate institutional in land procurement for normalization in upper Citarum Sub-Watershed Region. The method of analysis used in this research is a qualitatively descriptive method that aims to identify alternative stage and constraints on land procurement by regulatory studies and interview data. Moreover, method of analysis used in this research too is a content analysis method that aims to identify institutional evaluation based on administrative operability by interviews data.
The results of this study indicate there has been no change in implementation time for land procurement stages and constraints in funding of procurement land is named DIPA (Budget Procurement List) from the region's expenditure budget and also human resources with basic tasks and functions not available yet at BBWS Citarum. Therefore, a change effort is needed in shorter implementation time, funding for land acquisition directly under LMAN (State Asset Management Institute) Ministry Finance of Indonesia, and also establishment of working unit and PPK whose main tasks and functions are land procurement in BBWS Citarum.
