PROPOSED IMPROVEMENT OF GUNUNGKIDUL MINAPOLITAN AREA DEVELOPMENT (CASE STUDY: PLAYEN SUBDISTRICT)

The regency of Gunungkidul is one of left behind districts which is caused by the relatively high of poverty level. One of regulations taken by the local government of Gunungkidul regency is developing fishery subsector with Minapolitan concept. Based on the Decree of the Minister of Marine and Fishery Affairs Number 35/KEPMEN-KP/2009 concerning Determination of Minapolitan Area, one of determined regions as minapolitan location is Gunungkidul regency with aquaculture basis. However, the Minapolitan Program in Gunungkidul regency is not running well nowadays. The aim of this research is to formulate a proposal to improve the development of the Minapolitan Playen Area with a formal evaluation approach. The type of this study is qualitative descriptive analysis as part of descriptive research. The result of field observation and semi-structure interview identifies the condition of current Minapolitan Program in Gunungkidul regency based on the Decree of the Minister of Marine and Fishery Affairs Number KEP. 18/MEN/2011 concerning Minapolitan General Guidelines are classified based on the components of input, process, and output, the causes of unsuccess development of the Minapolitan Playen area, and formulates proposed improvements for Minapolitan Program development in Playen area. Based on the analysis result, it is revealed that there are seven proposals to improve the development of the Minapolitan Playen area based known potential causes. .
