Summary: | The Merapi Volcano eruption that occurred at the end of 2010 damaged
community lands and buildings in Umbulharjo Village and Kepuharjo Village,
Cangkringan District, Sleman Regency. The land consolidation of Merapi was
carried out at that location in 2014 by the government to regulate land use and
land tenure and to confirm the boundaries of land damaged or erased due to
eruption. At present, four years after implementation, there has been no
evaluation of the land consolidation of Merapi. The purpose of this study was to
evaluate the process and results of land consolidation of Merapi using a pseudoevaluation approach.
The research method is mixed with descriptive and spatial analysis. Data
collection techniques using questionnaires, interviews and document review. The
number of research samples is 95 people who are participants of the land
consolidation of Merapi. Evaluation of land consolidation of Merapi refers to the
rules listed in the Head of the Land Agency's Regulation Number 4 of 1991 as
well as the 2013 technical instructions issued by the Ministry of Agrarian and
Spatial Planning / National Land Agency.
The research conclusions are as follows: land consolidation of Merapi is
assessed based on criteria of compliance, effectiveness, efficiency, transparency,
responsiveness and adequacy. Land consolidation of Merapi is considered to be
less successful because it is less effective in fulfilling the indicators of landform
planning and has not been able to increase land productivity. The consolidation
of Merapi land is also insufficient for other needs such as increasing land prices
at the location and utilization of land certificates as the final result of project. The
short-term benefit of land consolidation of Merapi is the establishment of
guarantees of legal land rights according to the law, while the long-term benefits
of land consolidation Merapi are that land data has been maintained if a disaster
erupts again at any time, although we don't want it to return.
