Summary:Waste generation in South Tangerang City continues to increase. In fact, since decentralization, the quality of life of the population is very much determined by the merits of regional government ranging from environmental hygiene such as municipal waste to the quality of schools and health services. If waste handling is not done properly, it can reduce the city's livelihood. So far, the government continues to strive to manage waste, but there are no clear policies and strategies with measurable targets so that waste problems never stop occured. This is the background of the issuance of Kebijakan dan Strategi Pengelolaan Sampah Rumah Tangga dan Sampah Sejenis Sampah Rumah Tangga (Jakstranas) in October 2017 which is intended as an instrument of guidance for regional leaders to develop waste policies and strategies in the region. However, Jakstranas is not sufficient enough to manage waste to create a safe, comfortable and livable city in accordance with Kebijakan dan Strategi Pembangunan Perkotaan Nasional and Sustainable Development Goals. A waste management strategy is needed that is in accordance with these targets and also in accordance with the character and problem on waste management that occurs in the city to support the city's habitability. Tangerang Selatan has recently emerged as a Livable City based on a survey of Ikatan Perencana Indonesia. Whereas South Tangerang itself is experiencing considerable waste problems where the Cipeucang Landfill has already experienced over capacity. This research was then conducted to formulate a waste management strategy in South Tangerang City based on criteria for livable cities. This study uses a qualitative descriptive approach to obtain information about the strengths, weaknesses, opportunities, and threats of South Tangerang City waste management. SWOT analysis was then carried out to formulate a waste management strategy. As a result, the waste management priority strategy based on the ideal policy that can be applied in South Tangerang City to improve urban habitability is strategy to optimize performance of TPS 3R, ITF, Waste Bank, and Minimal Waste House Program, education, changes in regional regulations, and law enforcement.
