Summary:Development function of urban area in Pusat Kegiatan Nasional (PKN) is developed as a middle to high land use intensity settlement center. One of the focus on land use intensity arrangement is being set as building intensity. As the building intensity goes higher, it will increase the trip generation that will effect the highway capacity. The building intensity at Raya Panembahan Street corridor as primary arterial road in Cirebon Metropolitan area have not been set based on its highway capacity. The regulation of high building intensity potentially decreasing the level of service. The goal of this research is to determine building intensity by its highway capacity as land use controlling tools and Transport Demand Management application. This research use highway capacity as supply factor (constrain) and building intensity (floor area ratio) as demand factor. Based on the calculation result, building intensity that set by the Kabupaten Cirebon government is not fit its highway capacity. The result on volume capacity ration by applying maximum building intensity is 2.1 and it makes Raya Panembahan Street corridor in F category of Level Of Service (worst grade). Kabupaten Cirebon government in this case should set down their building intensity ot Raya Panembahan Street.
