Summary:Palapa Ring Barat Telecommunication Infrastructure is one of the packages of Palapa Ring Telecommunication Infrastructure that is aimed to fulfill the needs of fiber optic infrastructure listed in Indonesia’s National Medium-Term Development Plan 2015- 2019 as one of the means to eradicate national information access gap. Fiber optic infrastructure is indicated to be able to provide national broadband connectivity (high-speed telecommunication network) as listed on Indonesia Broadband Plan 2014-2019. In its development, due to the gap between financial needs for national infrastructure development and availability of state/local budget in providing the needs, Indonesian government uses Public Private Partnership (PPP) scheme with “Availability Payment” as payment method to the private partners involved in financing as a series of infrasructure finance innovation in order to achieve economic efficiency which relates strongly to the term “Value for Money” of financial schemes so as not to further solely depending on the state/local budget. By referring to an analytical framework with a quantitave output using Public Sector Comparator (PSC), a combination of Life Cycle Cost analysis and Risk Assessment as a hypothetical traditional financing scheme as a comparator for the existing PPP financing scheme with “Availability Payment” as payment method and qualitative analysis based on “Value for Money” optimization for infrastructure financing schemes sourced from literature, this research aims to identify economic efficiency of Palapa Ring Barat Telecommunication Infrastructure PPP financing scheme with “Availability Payment” as payment method in the embodiment of national telecommunication broadband connectivity.
