As a New Autonomous Region (NAR) which is directly adjacent to neighboring countries, the duty carried by North Borneo is not only as the front porch of the country, but also as one of icon of the nation. This triggers the spirit and commitment to maintain self improvement thoroughly, including in development sector. One of the policies taken to construct the equity of development and economy is with the development of Independent New City (INC) Tanjung Selor. The Development of INC is expected to be able to become growth generator and regional development. But in the implementation, the development of INC Tanjung Selor is faked with many complex problems. Development implementation target does not work as expected. Based of observation result, the most prominent obstacles is the leak of coordination of the stakeholders as well as funding problem and asset development. The leak of coordination is caused by the disagreement of the stakeholder. This study aims to analyze the form of institutional in the development of INC Tanjung Selor. Method used is qualitative and interpretative method. Analysis used to achieve research objective is stakeholder analysis to investigate the parties involved in INC development, content analysis to obtain a clear and detail picture of the development of INC based on public preference, and analysis of regulation. The result show that parties involved in INC development Tanjung Selor consist of many stakeholder, government, private, academics, public, and traditional leaders. Because of the high interest of the Central Government and Provincial Government of North Borneo, and the low interest of the District Government of Bulungan and public element, the coordination does not work properly. There fore INC Tanjung Selor Development progress is slow. Key player group is easier to do coordination than other parties in subject and crowd group do. The weak coordination of the stakeholder cause the dogging of information triggering many problems. The unavailability of implementation guidelines of INC cause the local government experiencing difficulties in in determining proper, effective and efficient steps in INC development. The institution of the development management of INC development Tanjung Selor is highly needed, which can increase the coordination between stakeholder, provide solution of many problems faced, maximize the local potency, and become the medium of information exchange between stakeholder.
