THE PATTERN OF JAPANESE INVESTMENT BASED ON INFRASTRUCTURE IN BANTEN AND WEST JAVA PROVINCE

The diversity of resource availability among regions reflects the uniqueness of each region so that it fosters a relationship of mutual bonding and depends on one region to another in the fulfillment of the needs of goods and services. The interaction of regional development with the infrastructure system is considered important as stimulating the growth of new economic sectors and developing the existing economic sectors. Infrastructure is believed to be the decisive and indispensable factor of creating a favorable investment climate in promoting economic growth. Indonesia is one of the developing countries which has great appeal to foreign investment. Based on data from BKPM (2016), Foreign Direct Investment (FDI) in Indonesia is dominated in Java with West Java and Banten occupies the second and fourth position in Indonesia. This study will discuss the relationship between investment with the availability of infrastructure in West Java and Banten Province by Japan as the second largest foreign investor in Indonesia. The purpose of this research is to identify the pattern of Japanese investment based on the availability of infrastructure in Banten and West Java Province. The analytical method used is to use qualitative analysis and scoring. The results show that Japanese investment pattern is aligned to the pattern of availability of road infrastructure and international port stability. The existence of the Japanese strategy in placing its investments in growth centers of national activities centers, locations invested in previous periods, in locations where Japanese firms exist, in locations that already have industrial clusters, in urban areas that tend to have the availability of road infrastructure more complete and in an area that has access to the port since its initial investment period.
