The community's valuation of ecosystem services is important in the implementation of the PDR program to form a balance agreements between owners and users. Therefore, before implying this PDR program in Indonesia, research was carried out with following objectives: 1) analyzing the condition of the region of providers and users of ecosystem services, 2) analyzing the social and economic characteristics of the groups of providers and users of ecosystem services originating from land owned, 3) estimating the benefits of water ecosystem services originating from land owned, and 4) compiling recommendations for the implementation of the PDR. The obtained results of the research are that the springs in the study area are not sufficient for the needs of the community in quantity, quality and continuity. The score of the community’s understanding in the provider area is 45.25, which is categorized as 'to understand'. The value of the understanding in this community is higher than the score of understanding of ecosystem service users, which is 33.25 25 that categorized as ‘to know ’. The cost of procuring ecosystem services in the provider area is Rp. 435,048,050, while Willingness to Pay for the community using ecosystem services is Rp. 106,792,038. Based on the results of the regression analysis, community WTP is significantly influenced by the level of education of the community, and scores of people's understanding of ecosystem services. Based on the results of the SWOT-AHP analysis, from the SWOT factors identified, stakeholders analysis, as well as observations during the study, the recommendations for implementing the PDR program were prepared, namely by conducting a pre-PDR program. The pre-PDR program has four stages of function limitations, namely: 1. Increasing community valuation of ecosystem services; 2. Evaluate the community's valuation of ecosystem services and public preferences regarding the PDR program; 3. Prepare the form of the PDR program to be implemented; and 4. Establish an institution for implementing the PDR program. text
