This creative industry has huge potential for business people in Indonesia. Because the fashion industry provides the second-largest contribution in the creative economy by 18.15% (Based on data from the Creative Economy Agency). PT Niion Indonesia Utama is one of the local brands from Bandung that manufactures bags with various models and color variants that are its trademark. Even though Niion has loyal customers, participates in various bazaars and events, and collaborates with several well-known brands, Niion's sales are still fluctuating every month. The company does not have a strategy that is following the vision and mission, and the company also does not have a performance management system to implement. This study aims to propose the design of a performance management system to be implemented by companies using the concept of Integrated Performance Management System (IPMS). The concept of IPMS consists of 5 steps, namely, the foundation for analyzing companies in terms of principles and rules of the performance management system, basic information by conducting an external analysis to determine the business situation in the bag industry, using PESTEL analysis (Political, Economy, Social, Technology, Environment, Legal ), Porter's Five Forces, and competitor analysis. To analyze internal conditions, use Resource and Ability analysis, and Value Chain analysis. From this analysis, a SWOT analysis is obtained to find out the strengths, weaknesses, opportunities, and threats in the Niion business industry. Then analyze the company's vision and mission, design the company's business strategy following the differentiation strategy, IPMS design consists of 3 perspectives, namely business output, internal processes, and resource capabilities, implementation, and refreshment. The three IPMS perspectives produced 23 performance indicators for the company. This Integrated Performance Management System (IPMS) was chosen according to the company's circumstances and is expected to be able to resolve obstacles from both financial and non-financial aspects when the design of the performance management system is implemented, namely, Niion can apply the principle is a foundation if the company will make changes, development or implementation of new strategies, and rules are a limitation that limits a company from making changes, develops or implements strategies, implements a new Key Performance Indicator design, good vision and mission criteria for the company, and business strategies that are appropriate to the company's situation and objectives company for the long term and focus on continued improvement. text
