But, the condition that supports employees feel engaged while working can not always be realized. This is occurring at least in the survey activities performed by Central Statistics Agency (BPS). Limited budget for survey training and the lack of official communication media between the surveyor, instructor surveys and manager could be the reason. Recommendation System on online training and communication media using web 2.0 and mobile technologies could be a solution. This research has adopted DRM (Design Research Methodology) which is composed four stages of research: 1) Research Clarification; 2) Descriptive Study I; 3) Prescriptive Study; and 4) Descriptive Study II. At the Prescriptive Study, an e-learning system that can give recommendation based to the user's knowledge level has been designed. The system is built on one of the statistical survey activities at BPS, i.e. Food Crops Survey (Survey Ubinan). The system made by combining some recommendation technic like content based, knowledge based and collaborative filtering. Evaluation uses the first two levels of Kirkpatrick's evaluation model, i.e. evaluation of reactions and evaluation of learning. Evaluation of reactions is measured uses TAM (Technology Acceptance Model), where the proposed system can be accepted by the users and positively impact on the implementation into the daily work. Evaluation of learning uses statistical tests, i.e. paired wilcoxon and Mann Whitney test. Results for Wilcoxon test indicated that the system significantly increased users's knowledge by 20.23%, and results of Mann Whitney test indicated that learning with the system was better than conventional learning system.. text |
