Summary:According to the act No. 15 Year 1997, the transmigration program is aimed at: (1). Improving transmigrants' welfare and the people living surroundings; (2). Improving and balancing regional development; and (3). Strengthening nation's unity and entity. Since the colonization period and during the implementation of transmigration program, there are, however, no appropriate systems and standard evaluation on transmigration development available which are capable to measure its outcomes. Through some review upon of input-process- output (I-P-0) of each phase of transmigration development these are 4 parameters, 15 sub-parameters and 24 indicators of successful transmigration development. Those are later on managed in a hierarchy. Structure, and their standard norms and values will be stand and for determined based on research data, so data analysis with the Analytical Hierarchy Process (AHP) is available to be applied. From same cases found is this study shows that out of 8 Transmigration Settlement Units (TSUs) spread out in 4 provinces, three of them are considered to be very successful, 4 TSUs quite successful and the rest one is considered to be fail. If the method mentioned above would be applied, the benchmark of the succesful transmigration development is not the achievment of quantity of people resettled anymore, but the quantity and quality outcome in the whole.
