Summary:The tourism sector plays an important role in the economy of Indonesia. Tourism is a growing industry in Indonesia with an increase of investment by 35, 5% between 2015 and 2017. Pangandaran is a developing regency in West Java that in 2015, separated from the regency of Ciamis. Pangandaran is a coastal destination that aims to be a world-class tourism destination. Pangandaran government face several obstacles in developing the region to reach the goal. Despite bustling with tourism activity, there is a lack of meaningful interaction between stakeholders of Pangandaran, especially entrepreneur, that can create innovation. To create innovation, the accumulation of knowledge is required. Knowledge can be obtained, converted, and transferred through the means of social capital. This research will analyze the innovation process of Pangandaran entrepreneur through the lens of value co-creation and value orchestration platform. From the analysis, a theory is then proposed to explain the value co-creation and innovation phenomenon of Pangandaran entrepreneurs.The research employs the grounded research method to fulfill the objectives of the research. The grounded research method can be defined as a discovery of theory from data. The data collection process of the research is done using semi-structured interviews. By using semi-structured interviews, the researcher able to explore the informant's opinion while still standardize the response given. The result indicates that there are eight stakeholders in Pangandaran that plays an important role in the entrepreneur business. These stakeholders are the supplier, government, other entrepreneurs, academic, private parties, local residents, and worker. Unfortunately, the interaction between these stakeholders does not produce new innovations. Therefore, the following theory is proposed: “Innovation capability of a destination depends on the capability and capital of its stakeholders. Value co-creation process through the help of private party or platform can help the stakeholder improve their capacity to innovate.” A physical platform for sharing and education could prove to be helpful to push the co-creation process in Pangandaran.
