The Merak – Bakauheni route is one of the main and commercial ferry transit route in
Indonesia, having a distance of 15 nautical miles connecting Java and Sumatra, which is
connected 24 hours throughout the year without stopping and becomes the busiest route in
Indonesia even in Asia. In early 2011 there was a stagnation at the port of Merak which
culminated in an extraordinary traffic jam reaching km 80 within the Jakarta - Merak toll road
based on the results of an ombudsman investigation at that time, the cause was inadequate
infrastructure. Since the government has opened up as many opportunities as possible to invest
in the Merak- Bakauheni route, so currently it operates 68 units of Ro-Ro vessels on 6 pairs of
piers.
The purpose of this research is to examine the ideal number of Ro-Ro vessels needed and their
influence on the level of efficiency of the operating cost and the basic cost of ferry transit rates
in Merak – Bakauheni route. The analysis begins with simulations on each number of operating
vessels/day in various conditions, namely normal conditions, low season, peak season, and
special conditions, namely at the peak of the Lebaran period which is used as a bas?c for an
analysis of the comformity of the operating cost of the vessel/trip that will affect of the basic
cost of the ferry transit rates.
The results of this research indicate that the current real vessel operating cost/trip are Rp.
33.054.565,- greater than Rp 5.640.015,- (20.57% ) of the vessel operating cost of the existing
rates and the basic cost of ferry transit rates are Rp. 1.347,30/ SUP/mile, so that with as many
as 68 units of vessels on the track, each vessel reaches a minimum load factor of 4/more
wheeled vehicles in the range of load factor of 70% to 80% to start earning profit margins.
Thus the ideal number of vessels in the Merak – Bakauheni route is a maximum of 52 units with
an operating cost are Rp. 27.692.29,-/trip and the basic cost of the ferry transit rates are Rp.iv
1.347,30/SUP/mile which depicts the smaller number of vessels on the track, the opportunity
for each vessel to operate will be more and consequently the operating cost of can be reduced. |
