Summary:The Small qualification construction companies are companies that dominate in the total number of Construction Service Business Entities (BUJT) registered throughout Indonesia with 80% of the total BUJT registered. In other words, small qualification construction companies have a large influence on the construction industry sector in Indonesia. The application of SMK3 in companies must refer to the applicable regulations, namely PP No. 50/2012, where companies that meet the requirements must conduct an SMK3 audit. After reviewing, it turns out that it is still rare for construction service companies with small qualifications to apply SMK3 due to too many audit criteria, financial and time factors. It is necessary to develop a model for measuring the level of application of occupational safety and health management systems for smaller qualification construction service companies which is simpler and testing to determine whether the model can be easily understood by the company or not. The model was developed by analyzing the SMK3 audit form PP 50/2012, then reducing the criteria deemed irrelevant to be applied by small qualification companies with discussions with practitioners and related agencies. The model that has been developed is then tested to a small qualification company that has been determined as a respondent. The SMK3 implementation level measurement model developed for small qualification construction service companies consists of 5 categories, and 10 aspects, and 22 indicators of SMK3 implementation level measurement. The model has been tested and all respondents can score 100% so that the model can be used as a self assessment for small qualification construction service companies.
