MEASUREMENT OF DEMOCRACY BASED ON INFORMATION EXTRACTION OF ONLINE NEWS IN INDONESIA

Democracy has been used extensively as a political system or as a universal value that upholds the freedom and rights of citizens. Democracy is an ideal condition where citizens have the right and responsibility for their way of life, whether they choose leaders and representatives, or in opinion, assembling, and setting rules. Many parties try to measure democracy throughout the world to find out the quality or condition of democracy in the world. Definitions, aspects, indicators and ways of collecting data are identified to be able to make sense related to the condition/quality of democracy. These studies seek to produce precise measurements by overcoming two main challenges, namely personal bias and the limited availability of information. Some choose to use expert surveys and / or representative surveys that process quickly but contain personal biases that depend on the knowledge and experience of the source. Other studies choose to use data and facts that can be found in newspaper news and other documents but require more time, energy and money. The growth of the internet brought developments to the world of the news business. Online news is experiencing positive developments both in terms of providers and readers because the information is getting more quickly obtained and disseminated. This much information must contain important facts related to the picture of the state of democracy in Indonesia, especially in the regions. By using Online News Mining techniques, important information related to the facts of democracy is possible to be obtained so that it is expected that the measurement of democracy can be based on facts, more free of bias, and more efficient in the process. This study proposes a draft measurement of democracy in Indonesia using information sources from online news extraction results. The results showed the design and the whole process could run and produce the desired output. Evaluations show that the design results are 96.14% more efficient in terms of time and 50% more effective in getting relevant news than conventional processes.
