The UAV MALE aircraft has the main material which not commonly used by PT DI, that is composite materials. The development project of UAV MALE aircraft encouraged PT Dirgantara Indonesia to face technology transfer process. The success of technology transfer process depends on humanware as an important element in the process of technology transfer. To prepare humanware for technology transfer process, it is necessary to measure the readiness of humanware in technology transfer process. The measurement model for measuring humanware readiness consists of 6 criteria and 18 subcriteria where the determination of criteria refers to the generic model of technological sophistication developed by UNESCAP (1989) and the determination of subcriteria refers to the competency model by Spencer & Spencer (1993), Lloyd's Register (2017) and UNDP (2016). The measurement model development was carried out using the Delphi Method which involved experts at PT DI who determined humanware readiness limits value for each stage of technology transfer. The measuring instrument consists of 36 items question, consists of five sub-items of questions originating from the degree of assessment of subcriteria using the Guttman scale. The results of humanware readiness level measurement indicated that the employees involved in the MALE UAV aircraft development project have reached the second stage of technology transfer, that is technology integration. There is a gap between the actual level of humanware readiness and the level of readiness needed according to the experts in three sub-criteria, which are orientation to achievement, understanding among others and initiative. Competency enhancement program was developed as a training program to eliminate gaps in the orientation for achievement, understanding among others and initiative subcriteria. The subject material for the training program was developed based on instructional objectives derived from mapping the degree of sub-criteria to the cognitive dimensions of Bloom's Taxonomy. The training method used is team training with speakers from external parties. The evaluation method of the training program was designed according to the evaluation of a training program developed by Kirkpatrick & Kirkpatrick (2006). text
