PT PPI is a subsidiary of Petron Corporation that operates the Romeo Oil and Gas production
block in Riau Province under the Production Sharing Contract (PSC) with the Government of
Indonesia for more than 90 years. In 2021, the PSC will end therefore PPI needs to complete
all its responsibilities including to remediate Hydrocarbon Impacted Soil (HIS) scattered
throughout the operational areas.
HIS remediation project was formed for conducting the remediation and it soon realize that the
biggest threat for success is low motivation of people assigned to the project. While the rest of
the organization is slowing down, HIS remediation project is the only function with increasing
workload and stress level due to pressure from multiple stakeholders and finite project timeline.
To validate the business issue of low motivation, HIS team survey and targeted leaders
interview was utilized. The result of this survey in combination with interview, confirms the
premise of low motivation and the feedbacks were clustered into five themes. Solutions were
later developed for each theme and issues mapping was created to see which solutions are
solving the right theme. Additional solutions were selected with the alignment with
motivational theories based on people cognitive abilities to rationalize their actions (expectancy
theory, goal theory, and equity theory).
Business solutions put into implementation and plan was constructed to sequence the activities
and all actions are accompanied with result measures, process measures, and behavior
measures. These measures will assist in progress checking and future adjustments to sustain
discretionary efforts based on internal motivation.
